Both styles lock, both keep water out and both open in seconds. The differences show up in how much of the bed you get back, how the cover behaves when it is open and what it weighs.
Which Style Should You Choose?
Hard folding for security and partial access, roll up for full open bed use. A folding cover gives a rigid panel over the bed and opens in sections, so you can uncover a third of the bed without touching the rest. A roll up clears the entire bed and stacks compactly behind the cab.
Access Works Differently
A folding cover is quicker for a quick reach. Flip the rear panel, take what you need and drop it back, all from beside the tailgate and without walking to the front of the truck.
A roll up gives more when you need the whole bed. Unlatch, roll it forward and the rails are clear from the tailgate to the bulkhead, which is what you want when a load is coming in over the side or from a forklift.
Security and Weather
Hard panels resist a knife and a determined push in a way a fabric cover does not, and the rigid surface holds its shape under snow or a heavy rain load. That is the main argument for a folding cover on a truck carrying tools.

What They Cost You in the Bed
A folding cover stacks toward the cab when fully open, which occupies the front of the bed and reduces the height available there. That is the case where a headache rack or a tall crossover box gets in the way.
A roll up stacks into a canister behind the cab, which takes a smaller but permanent bite out of the bed length. Neither is a large loss, but they take it from different places, so the right choice depends on what already lives at the front of your bed.
Weight and Fitting
Hard folding covers are the heavier of the two, which is felt slightly in fuel use around town and noticeably when one person lifts it on alone. Most of both types clamp to the bed rails without drilling and can be fitted in under an hour.
